Municipal Solid Waste Composting Project

The Municipal Solid Waste (MSW) Composting Project under the Cleaner Development Mechanism (CDM) CDM is one of the mechanisms under the Kyoto Protocol.

Uganda has ratified the United Nations Framework Convention on Climate Change and the Kyoto Protocol; It allows DEVELOPED industrialized countries to invest in projects in DEVELOPING countries like Uganda that would realize Green House Gas (GHG) emission reductions. The capture and conversion of methane and other green house gases into less harmful products, such as compost manure, qualifies as an Emission Reduction commodity that can be sold under the auspices of the United Nations Framework Convention on Climate Change;

This allows DEVELOPED countries to use such certified emission reductions generated under CDM to contribute to compliance with their own emission reduction commitments. The program is funded by the World Bank through the National Environment Management Authority (NEMA). Over 20 CDM Projects in Uganda are at different stages of development.

Under the US$ 600,000 project Entebbe Municipal Council will receive:

 • skip containers

• Skip loaders/trucks

 • A front end loader/Tractor

• A compositing site, a compositing plant will be designed and built to take in 70 tones of fresh waste per day.

Also: • Entebbe Municipal Council is to implement some community benefit projects over the life span of the project

• We will train personnel on composting and CDM processes and Data Management

 Under the project NEMA will:

 (i) Build the infrastructure for the solid waste composting

(ii) Procure and install the hardware and equipment required for composting.

(iii) Undertake the procurement and delivery of other goods, works and services necessary for the implementation of the Project;

(iv) Meet the taxes and insurance costs of the procurements.

(v) Coordinate the necessary training under the Project;

(vi) Provide guidance for the EIA Process that the Council is required to undertake in respect of the composting site;

(vii) Provide technical site plans for the Project;

(viii) Monitor compliance with the approved environmental management plan; (ix) Provide technical guidance on environmental related aspects of the Project;

(x) Ensure the marketing and sale of the ERs;

(xi) Ensure the distribution of revenues from ERs;

(xii) Ownership and registration of equipment which may be disposed of at the end of the project; and

(xiii) Perform any other functions as may be agreed upon by the parties.

Entebbe Municipal Council will on the other side:

(a) Commit 7acres of land for the Composting site for a period of thirteen (13) years from the date of execution of this Cooperation Agreement, three of which shall be the decommissioning period;

(b) Carry out an EIA Study for the project with the guidance of the Authority;

(c) Set a side a budget allocation for the operation and maintenance of the waste composting site.

(d) Constitute a technical working team including the resident engineer and other appropriate technical staff to oversee the preparation, commissioning, operation and decommissioning of the Project;

(e) Provide and maintain access roads to andfro the site;

(f) Ensure regular and sufficient supply of sorted solid waste for purposes of the Project;

(g) Ensure that the site is fenced in accordance with the site plans and layout to avoid scavengers and trespassing by the communities;

(h) Provide electricity and water and other facilities at the site in accordance with the technical site plans; and maintain proper records on usage of electricity and fuel on project activities;

(i) Collect and maintain proper records of requisite data to verify and confirm the generation of emission reductions in compliance with the project Operations Monitoring Plan ( OMP);

(j) Manage and oversee the operation of the Composting site;

(k) Ensure that the composting site operations are compliant with environmental laws by conducting EIA and conforming to the approved environmental management plan;

(l) Provide and maintain key trained labour/personnel including engineers to manage the daily activities and operations of the Composting site;

(m) Commit its bulldozer(s) and other necessary equipment to the Project;

(n) Ensure proper use and maintenance of the Project equipment and infrastructure;

 (o) Ensure that the Project equipment will be used solely for the purposes of project;

(p) Meet the taxes, insurance and other related costs of implementation;

(q) Exercise the option to contract out the services under this Cooperation Agreement to the private sector;

(r) Undertake the composting in accordance with the Windrow composting method or other such method consistent with best practices aimed at achieving an efficient production of ERs and compost manure;

(s) Undertake gardening and tree planting within the composting site during the Project;

(t) Ensure the marketing and distribution of the compost manure; and collection of revenue therefrom; and that revenues earned from emission reductions and manure should as much as possible be ploughed back and used towards enhancing solid waste management in the municipality;

 (u) In the implementation of this project the Council may consider going into partnership with neighbouring waste generating centres e.g. trading centres or townships in and across the district, for purposes of full utilisation of the waste composting sites;

(v) Sensitize the communities including those in the vicinity of the project about the benefits of the project;

(w) Undertake community benefit projects as per the community benefit plans; (x) Permit access to the composting site and records for purposes of verification of ERs, by a team notified by the Authority;

(y) Perform any other functions as agreed upon by the parties.
