GOAL
The overall goal of the Division is to contribute to poverty reduction, environmental sustainability and the provision of quality service to her people.
LOCATION AND LAND AREA
Division A is located on the eastern side of Entebbe Municipality. Division A covers an approximate area of 25,020 hectares. And lies at an attitude of between 12000m –1325m Above Sea Level.
POPULATION
The Division has a projected population of 33,655 based (UBOS, 2002) with an average urban growth rate of 2.45%. Generally, the Division is a business and residential area. The residential area is characterized by households on acre or less and about four people per household.
The Administrative Set-up
The Division is made up of 2 Wards, Katabi & Central.
Central Ward is made up 10 Sub- Wards (villages)

The Division Council
The Council is the highest policy making body and the Division chairperson is its political Head. The executive committee initiates, formulates and proposes policies for the council, approves and oversees the implementation of council and Central Government policies. Standing committees are responsible for Monitoring, Reviewing and Reporting to council the performance of their respective sectors.
The Council operates through the below mentioned committees
- The Executive Committee,
- The Finance Planning and Education standing Committee,
- The Works, Public Health and Environment standing Committee and
- The Gender, Community Development and Production standing Committee.
Water Distribution Network
The main source of safe drinking water is National Water and Sewerage Corporation (NWSC), about 90% of water demands is estimated to be satisfied.
Sewerage System
The Division has limited sewerage system coverage due to its terrain. About 10% of the households are served by the NWSC network the bigger part of the population uses private septic tanks.
Solid Waste Management
Waste generated in the Division mainly comprises organic material from households as well as raw vegetable matter from markets. In addition there is commercial/industrial /special waste from offices, retail shops, hospitals, warehouses, hotels and the airport.
Solid waste management in the Division is still a challenge owing to insufficient limited resources and out-dated equipment.
Strategies to improve service delivery
I. Identify and collect sufficient revenue.
II. Establish transparency and accountability at all levels of the administration.
III. Facilitate participatory and inclusive governance of the Division.
IV. Provide adequate and accessible health services to the community.
V. Ensure availability of a good road network in the division.
VI. Mainstream gender concerns in all Division development processes in order to improve the social, legal, political and cultural conditions of the people particularly interest groups.
VII. Initiate and promote schemes for education, economic self sustenance and community based welfare for orphans and children of the needy HIV/Aids patients.
VIII. Establish demonstration farms in each sub-ward.
IX. Partner with the private sector and civil society.
