Overall Objectives
To have a well- planned and maintained municipal infrastructure and guided private sector development
Specific Objectives:
1. To ensure proper planning and design of municipal engineering projects.
2. To ensure proper adherence to standards during project execution as set out in the design dossiers and documents
3. To ensure that all municipal vehicles and plants are in good running conditions.
Strategies:
Roads
Overall Objectives
To provide sound all weather road network accessible at all times by all types and forms of transport.
Specific Objectives:
1. To promote safe, efficient and reliable transport means by maintaining all maintainable municipal roads.
2. To increase the percentage of municipal roads in a fair- good condition to 70% by the year 2015
3. To promote labor based road rehabilitation emphasizing affirmative action.
Strategies
1. Promote force on account works wherever feasible.
2. Institute a routine mechanized road grading to compliment the labor- based routine maintenance on a total of 120km per year
3. Carry out periodic maintenance intervention on a total of 120km by year 2013.
4. Carry out rehabilitation of 150km of Municipal by year 2013
5. To increase efficiency of contractors’ supervision to achieve value for money.
6. Supervise the rehabilitation of roads
Buildings
Overall Objectives
To ensure construction and maintenance of well planned structurally safe and habitable human settlements
Specific Objectives
1. To provide safe office accommodation, stores and workshops for the municipal headquarters
2. To maintain municipal buildings in a habitable state
3. To ensure a well- planned construction of public and private buildings
4. To ensure the Compliance to building regulations and standards by private and governmental developers within the municipality
Strategies:
1. Facilitate building inspections with reliable means of transport for field work
2. Develop a housing database and stream plan approval procedure
Lessons Learnt:
1. More advocacy and sensitization meetings must be carried out to enable the Community understand the program implementation and management guidelines.
2. The Council needs to design means of getting more NGOs on board and improve collaboration with them
3. Technical guidance to all sectors is crucial in the implementation of Projects.
Planned priorities
1. Provide engineering services to other sectors in the municipality
2. Ensure adherence to standards and guidelines during Engineering project planning and execution
3 Periodic maintenance of buildings
4. Regular inspection of building sites
5. Labor- based routine maintenance on ….km of municipal roads using framework contracts.
6. Periodic road maintenance/ grading using a combination of contracts.

Physical Planning
Overall Objectives
The sector’s goal is to carry out spatial planning, direct and control urbanization within the municipality in order to achieve well planned, balanced and environmentally friendly developments.
Specific Objectives
1. To carry out spatial planning for the municipality.
2. To guide and control developments in the whole municipality.
3. To direct and control the rate of urbanization within the municipality
4. To manage solid waste generated in urban centers of the municipality
Strategies
1. Have structural plans made and preliminary/ topographical surveys undertaken, identify boundaries for particular land use and have detailed plans/ layouts made
2. Lobby for funds from other organizations to supplement municipality effort to fund unfunded priorities
3. Community sensitization and education on land ownership, management, waste management.
