Goal:
To build and maintain capacity in educational services, improve service delivery as per national Education Policies, Education strategic investment plan and District Development Plan.
Objectives
- To provide a conducive learning environment in all schools.
- To advocate for provision of pupil’ basic needs i.e. lunch, uniform and scholastic materials
- Develop and support school sports, Music Dance and Drama.
- To implement all central government and council policies in all education institutions.
- To ensure that regular refresher courses are organized for teachers.
- To build capacity of School Management Committees for better school management.
- To mobilize communities and get actively involved in school programs
- To provide equal education opportunities to all school going age children.
Strategies
- Rehabilitation and construction of school buildings and teacher’s houses.
- Sensitizing all role players in the Education sector.
- Regular and strict monitoring and inspection of all schools
- Integrate HIV/ AIDS programs in schools and other cross cutting issues e.g. Environment, gender.
- Have a sound data base for all schools
- Hold regular refresher courses for teachers
- Enacting by-laws supporting UPE & USE
- Networking with local, national and international agencies to ensure quality education.

UPE SCHOOL ENROLMENT OVER THE LAST 8 YEARS
UPE brought an increase in the school enrolment from 1997 to 2003. From 2004 to present however, enrolment has gradually reduced by 2,466 pupils (22.3%) and the trend is depicted in the table below:-
