Goal:

To build and maintain capacity in educational services, improve service delivery as per national Education Policies, Education strategic investment plan and District Development Plan.

Objectives

  • To provide a conducive learning environment in all schools.
  • To advocate for provision of pupil’ basic needs i.e. lunch, uniform and scholastic materials
  • Develop and support school sports, Music Dance and Drama.
  • To implement all central government and council policies in all education institutions.
  • To ensure that regular refresher courses are organized for teachers.
  • To build capacity of School Management Committees for better school management.
  • To mobilize communities and get actively involved in school programs
  •  To provide equal education opportunities to all school going age children.

Strategies

  1. Rehabilitation and construction of school buildings and teacher’s houses.
  2. Sensitizing all role players in the Education sector.
  3. Regular and strict monitoring and inspection of all schools
  4. Integrate HIV/ AIDS programs in schools and other cross cutting issues e.g. Environment, gender.
  5. Have a sound data base for all schools
  6. Hold regular refresher courses for teachers
  7. Enacting by-laws supporting UPE & USE
  8. Networking with local, national and international agencies to ensure quality education.

4.4.6.4 Activities

  1. Inspection and monitoring of schools.
  2. Classrooms, toilets and teachers’ houses renovation and construction respectively.
  3. Refresher courses for teachers.
  4. Workshops for school management committees and other stakeholders.
  5. Develop a data bank for effective planning.
  6. Holding Sports and MDD competitions .

Priorities

  1. Renovation of schools and supply of furniture.
  2. Regular school inspection and monitoring.
  3. Regular refresher courses.

 UPE SCHOOL ENROLMENT OVER THE LAST 8 YEARS 

UPE brought an increase in the school enrolment from 1997 to 2003. From 2004 to present however, enrolment has gradually reduced by 2,466 pupils (22.3%) and the trend is depicted in the table below:-
