Community Based Services Department is comprised of Community Development, Probation and Social Welfare, Gender, Persons with Disabilities (PWDs) & the Elderly and Youth & Culture.

The Department is headed by the Community Development Officer who co-ordinates and monitors community based programmes, projects and activities, enforces National Policies and Local laws on Gender, Labor and Social welfare, is also charged with lobbying supporting and providing a linkage between the government CSOs, the private Sector and other stakeholders. Sub-Sectors:

a) Aim:

To mobilize and empower the community to participate and engage actively in the development process and to ensure their self- sustenance.

b) Objectives.

1. To strengthen the management and capacity of the Community Based Services Department

2. To improve community participation in the planning process.

3. To enhance community involvement in development programs and use of social services available to them.

4. To empower and raise the capacity of vulnerable and marginalized groups.

5. To provide social protection and to ensure social welfare for vulnerable people in the Municipality

c) Strategies:

• Advocacy campaigns and awareness raising.

• Capacity building for staff for improved service delivery.

• Lobbying for funds outside the Municipality, Network and liaise with CSOs and private sector institutions

• Mobilization for economic and social empowerment

• Link up with secretaries of relevant vulnerable and marginalized groups. • Participatory gender needs assessment, Gender analysis of all activities and projects.

• Establish a data bank on Persons With Disabilities (PWDs)and Other Vulnerable Children (OVCs).

• Training of leaders of special interest groups in various thematic areas.

• Support national days for children, PWDs, Youth, elderly and women.

• Formation of groups for Income Generating Activities, Functional welfare and life skill programmes.

d) Department Core Functions

1. Community empowerment to actively participate in the grass root socio-economic development process.

2. Improvement of care and protection of children especially the most vulnerable and disadvantaged such as orphans, abandoned children, and children with disabilities.

3. Women empowerment to enhance their ability to participate in socio-economic development Programmes.

4. Enhance PWDs and elderly people participate in Municipal development programmes, attain self-fulfillment and are provided with care and support.

5. Youth empowerment to realize and harness their potential for sustainable and meaningful socio-economic development.
